Noble Bell College is a magical school located in Fleur City. The school was established 500 years before Night Raven College, but it is smaller than NRC. The school rarely allows outsiders to enter.

Every year on Halloween, students of the school would go out and celebrate the festival masquerade in Fleur City. It's part of the town's tradition in remembrance of its history.
The school has a statue for a historical figure called "The Righteous Judge". Though not part of the The Great Seven, it is said that he is on par with them. He was a judge who lived at City of Flowers - he was fair and always made the right decisions. Even when the town was about to fall under the control of villains, the judge returned the city's peace through fair judgement.
